Cyber coming out of the shadows

Is a cyber attack tantamount to an attack of war? That was one of the questions from the floor during the Fourth Plenary Session of the 2012 Shangri-La Dialogue. David Sanger's recent reporting in the New York Times has thrown the spotlight on the United States' offensive cyber capabilities. After months of interviews, Sanger concluded that President Obama knew about the Stuxnet virus that had infected Iranian and other computers.
